It's a tv special, the commercial, had a wife, telling her husband that their daughter, at 13 was too old to get married, and he replied, Why don't you leave that up to me. Then you see her cutting her hair, I would guess trying to leave. Any idea, what night and station that show is on.

That is the TV Movie on Lifetime called "In God's Country" but I do not believe that it is about Mormons. It is on tonight sometime around Primetime schedule.
I read the description and it is about a fundamentalist polygamy sect so it is definitely not about Mormons, since the real members of the LDS church do not practice polygamy and are excommunicated if they do.

The Church of Jesus Christ of Latter-day Saints usually does not produce TV specials, especially like the one you describe. The church would have nothing to do with that.
