What was this show called??

I used to watch this show a few years ago about a kid in a wheelchair (animated) and all I really remember was in the theme song he is rolling down a hill getting chased by bullies (I think) what was it called??

There was also a show I watched on WB (I think) when I was about 7. It was also an animated series. All I remember is an old man (Father Time?), a baby (Baby New Year?), and a kid with fluffy blonde hair that always said "Duhh, correct sir!"

Also: Does Kablam still come on?

The first one was Pelswick which they used to show on Nicktoons T.V. The second one was animaniacs. They used to show Kablam on Nicktoons T.V. also but I don't think so anymore...

Don't know the first one.

But the second one is probably "Histeria", a Warner Brothers cartoon that have an animation style and story style similiar to "Animaniacs!"
